Error 5461 and a category that will not let you in

This is the one error on the list that is not a mistake in your file. Amazon is telling you this account may not create products of this kind, which no amount of editing changes.

Error 5461 is a permission boundary, not a data problem. The category is gated for your account, so correcting the file and re-uploading will fail identically. The two real routes are to apply for approval in that category, or to list your offer against an ASIN that already exists rather than creating a new one.

Most upload errors are a disagreement about data. This one is a disagreement about you. Amazon has decided that creating new catalogue entries in this category requires an approval your account does not hold, and the file is irrelevant to that decision.

What gating is, and why it is per account

Amazon restricts the creation of new products in certain categories, and the restriction attaches to your selling account rather than to the product. Two sellers can send byte-identical files and one succeeds while the other gets 5461, because the difference is the approval rather than the data.

That is why advice from another seller who lists in the same category is often unusable. They are not describing a trick. They hold an approval you do not, and the thing they did that worked was obtaining it.

The first thing to establish: creating versus selling

Gating can apply to creating a new ASIN, to selling in the category at all, or to both, and they are genuinely different states. Error 5461 names the first one. It is entirely normal to be allowed to sell a product in a category while not being allowed to invent a new entry in it.

This matters because it decides your next move. If you may sell but not create, then attaching your offer to an existing ASIN is permitted today, needs no application, and gets the product live this afternoon.

Route one: list against an existing ASIN

Search Amazon for the product as a buyer would. If a detail page already exists for the same item, you can usually add your offer to it rather than creating a parallel entry, and that path frequently bypasses the creation restriction entirely.

This is also the better outcome for the catalogue. A second detail page for a product that already has one splits reviews and buyer attention across two pages, and Amazon may merge them later anyway. Where a correct existing ASIN exists, using it is not a workaround but the intended behaviour.

Route two: apply for approval

Where no suitable ASIN exists, or you are genuinely bringing a new product, the approval application is the path. It is a documents process rather than a setting: expect to supply invoices from your supplier, images of the product and its packaging, and in regulated categories compliance or test certificates.

Two practical notes. The invoices usually need to be recent and to show a quantity Amazon considers meaningful, so a single sample purchase is often not enough. And some categories are closed to new applications at a given time, which is worth discovering before you assemble a document pack.

What not to do

Do not reclassify the product into a category you do have access to in order to get it live. A product listed in the wrong browse node is found by the wrong buyers, converts badly, and is liable to be reclassified or taken down later, at which point you have lost the listing history as well.

Do not keep resubmitting. The check is deterministic and does not soften with repetition, and a long trail of identical failures makes the eventual support case harder to read rather than more persuasive.
